The OECC supports voluntary climate change mitigation, actions involving the private sector, local governments and citizens through establishing a network.
To disseminate awareness of carbon offsets, the OECC has organized various events, dispatched lecturers, developed public awareness materials and tools, and provided consultation support.

International cooperation for human capacity development
The OECC has actively worked in the area of human resource development for developing countries to address climate change. In cooperation with Japanese Government agencies, such as JICA, the OECC has dispatched technical experts and received trainees, since its establishment.
For example, OECC staffs were sent as an expert to the Thailand Greenhouse Gas Management Organization (TGO), and the Indonesian Secretariat for the Joint Crediting Mechanism (JCM)/National Council on Climate Change (DNPI), where they provided technical advices for our partners. Also, more than 15 years, the OECC organized several training coursed for developing country officials, such as JICA Training Course on Development of Climate Change Strategies. Now graduates of the training course have actively worked in their governments as climate change experts.
In addition, the OECC supported JICA’s Environmental Center projects in Thailand, Indonesia, China, Mexico, Chile and Egypt, which contributed to upgrading the capacity of environmental management. For this, the OECC was provided a JICA President Award in October, 2004.

Education in Universities
In order to develop human resources that play a key role in a low-carbon society, the OECC has developed curriculums, dispatching lectures and helping to accept interns in cooperation with educational institutions.
At Keio University Shonan Fujisawa Campus (SFC), the Graduate School of Media and Governance, the OECC supported establishment and operation of the “Environmental Innovator Course”, where students learn how to develop climate policy and business, as well as apply low carbon technologies. In particular, lectures from the OECC organize seminars on climate change related project development.
At Gakushuin University Faculty of Law, the OECC covers lectures at “Environmental Policy Course”, and deliver lectures related to environment international cooperation.
