JCM Seminar in Uzbekistan / India-Japan Environmental Business Promotion Seminar
OECC served as the secretariat for the JCM Seminar held in Uzbekistan on February 27, and for the JCM (Joint Crediting Mechanism) related seminar held in India on March 4, 2025.
Researchers from OECC presented at both seminars, introducing key points for JCM project formulation. Here’s a report on the initiatives at each event.
The First On-site JCM Seminar in Uzbekistan
The seminar held in Tashkent, Uzbekistan, on February 27 marked the first JCM seminar to be held locally since Uzbekistan became a JCM partner country. The aim was to promote the dissemination of JCM and advance JCM project development in Uzbekistan. The Uzbek government presented its decarbonization targets, expectations for JCM, and insights into the carbon market. From Japan, the basic overview of JCM, best practices, and financing schemes were explained. Following the closing, a business matching session was held, fostering active exchanges.

Approximately 150 participants attended in person, with about 50 joining online, indicating a high level of interest.
As the secretariat, OECC was responsible for overall event coordination, program planning, participant support, and venue management, providing a solid foundation that facilitates deeper understanding of environmental technologies and solutions to challenges, as well as smooth technical exchange.
During the seminar, an OECC researcher highlighted key points for JCM project formulation. After the presentation, many participants approached the researcher with questions, leading to positive discussions.
Building on this seminar, OECC will continue to collaborate smoothly with relevant ministries and organizations, contributing where possible to further promote JCM project development in Uzbekistan.
Japan-India Environmental Business Promotion Seminar: Expectations for JCM Agreement Expressed
The seminar held in New Delhi, India, on March 4, provided information on technologies and initiatives contributing to solving local environmental problems and building a sustainable society. Although it was an in-person event only, it saw approximately 120 participants, including speakers.
Initially, presentations covered the overview of JCM, the project development flow, and examples of Feasibility Study (FS) surveys and financial support projects. An OECC researcher also introduced JCM project formulation, and participants expressed their expectations for the signing of a bilateral document regarding JCM.

Before and after the seminar, OECC, together with representatives from the Ministry of the Environment, visited local Japanese companies and institutions such as the Ministry of Environment, Forest and Climate Change of India to gather insights on the potential for JCM implementation. In India, many decarbonization technologies have already entered the commercialization phase, making additionality a critical factor. It was noted that expectations for the JCM include enabling the deployment of advanced decarbonization technologies in hard-to-abate sectors, implementing highly distinctive solutions, and reducing capital expenditures (CAPEX).
Local Japanese companies seem to have high expectations for subsidies and the future value of credits.
OECC will continue to support the signing of a bilateral document regarding JCM between Japan and India.
